    ?

Any template made today should work on all devices by default. Wordpress has tons of responsive themes, I'd start there.

In this day and age you need to be thinking more than just mobile phones... tablets, desktops and phones. What you are looking for is "responsive" rather than a mobile site. Responsive design will adapt to the screen resolution (even if you just adjust the browser window size). It's much easier to maintain and will work everywhere. Use a template / CMS which is based from twitter bootstrap or zurb foundation as they are the best out there.

If you are semi familiar with WordPress it's extremely easy. Standalone responsive templates make me want to puke.

bloated wordpress is only good for blogging , if you want anything stable, much more optimized and full control and dont want to rely on 3rd party plugins then you need to go custom.

in responsive tewitter bootstrap is what everyone is using.

The bloated Wordpress I've been using since it came out isn't stable? I'll take my chances.

Of course yes. In spite of big popularity of using mobile devices, a lot of users are still using pc with desktop site version.

As a user I see so many mainstream sites that are essentially broken by the spinning wheel. The web was a lot more use-able before this "over-design" for web designer job security happened.

If the content or idea is strong, what is the absolute simplest way to design a mobile/tablet/desktop site? Can one still just use basic html?

You should just be able to code your site in responsive html5 so it's fluid and works on any device. Send me an email if you have any questions. I would be happy to show you some responsive sites we have done and talk about making your site responsive.
