I think it's too hard running small business in Ukraine ( tax, laws, reporting, tons of papers,
bank interest rate is to high, no small business loans ). Many people who work in government sector they complain about low wages and poor social security. So it's like if they wanted to run small business they would but there is no environment for that. More, years of Soviet influence made people LAZY and erased RESPONSIBILITY from their minds.
