Not always. In certain situations, and assuming you have the implements or can jury-rig other things to work this way, it's actually a FIRST resort.
Like if you're at sea, or in the dessert for example, where you have no fresh water or wood around. In such instances it's a relatively easy tactic that can save your life.
It's one of those simple techniques that when most people see it done for the first time they marvel at how "ingenious" it seems.
Watch that movie I put in quotes,
All Is Lost (2013) - IMDb , it's not the greatest survival flick out there, it's full of frustrating things the guy did (or didn't do) while foundering on the Indian Ocean, but for me the way he found a way to get fresh water was pretty great.
