In small cities traffic is absolutely same as anywhere else. On the other hand, in Moscow it can be really awful. E.g.:
And that is one of the widest streets, which was created as a spare runway for bombers in case of war. Now imagine what's happening on narrow 850-year old Moscow streets during a rush hour. It's a real hell, dude.
So both reasons are correct. We really love digital gadgets (if you get down to the Moscow metro, you'll barely find a person who is not playing on iPad, browsing something with a mobile phone, reading of eInk book etc - thanks good, we have a free wifi in our subway). And we (not everybody of course) also need some additional prove for a case of accident on the road. Those dashcams are really helpful in some cases.
P.S. Moscow (2,511 km2) is about 4x-times larger than NYC (1,214 km2) and its population is much bigger as well. 15% of Russian citizens live here and we have some serious land trafficking problems.Obey the CowgodComment
