Im with you Jane!!!! There are some shitty drivers here in AZ!!! And I have driven all over the world and by far some of the worst here.. Reason is it never frigin rains out here or snows.. well in Phoenix anyway... and when it does rain.. Oh my... you think these people were trying to navigate a mountain road in Belize!!
I hate when it rains here. They drive so damn slow. The sad part is most of these people moved here from states that had rain and snow. I guess they forgot how to drive in it.

A majority of them do not flood in the Phoenix metro area. There are some that do, but it is very few. The sad fact is the majority of people can not drive in the rain here.
