My brother sells GPS tracking units for commercial fleets. 18 wheelers, delivery trucks, farm equipment, etc.
I don't know if he has anything that would work for delivery bikes, but I will ask when I see him this week.
A friend of mine uses similar units for his bus company. The bad employees complain, the good ones don't care.
