My neighbor that lives in the condo next to me has set up their grill between his and my propane tanks (big ones) that heat our condos. How do I politely tell him he is a fucking idiot and to move his grill? Mind you I may be drunk when I do it.

Go talk to him, definitely. I wouldn't put it off until you're drunk either. Come from the angle that you're concerned rather than from the angle that he's a fucking idiot, which he obviously is.
If that doesn't work, and I'd be surprised if it did, since sooo000ooo many people in this world seem to have a "fuck you - I'll do what I want" attitude for some reason, then you call the fire department and see what the local residential fire inspector has to say about it.
