The city most likely has a problem with the homeless population living on the beach. The local residents are pissed because they didn't pay big money to live by the beach so they could live with homeless people and local businesses are pissed because it's scaring away the tourists. Because the local residents are local businesses are upset about the homeless population, the city created a new law to discourage the homeless population.
Feeding the homeless sounds very noble... Right up until the point they are doing on your front lawn. Trust me, when you have ten homeless people on your front lawn eating lunch every day you will call the police and complain too.

Hell has froze over, I agree with Rochard.
Has anyone been to Lauderdale? It is overrun with homeless people. They even have their own newspaper they try and sell by walking up and down the middle of stopped cars at traffic lights. I don't know if it's true and I am too lazy to check but - I was told by a local down there that Lauderdale has one of the highest concentrations of homeless people in the Country.
I'm not saying the guy who is handing out food doesn't mean well, it is very noble. On the other hand I can see why the city is trying to put a kibosh on it.
