It's the CIA, you can't be an effective intelligence agency of a global superpower and be nice guys and deal only with nice guys, they most likely played some part in John F. Kennedy's assassination and/or coverup thereof, I think being a party to the killing of your country's own president is a bit worse than using ex-Nazis as assets.
