Russia sent 280 trucks of humanitarian aid to eastern Ukraine early Tuesday, but Kiev said it would deny the mission entry amid fears it could be a covert military operation. The convoy was carrying 2,000 tons of grain, baby food, medicine, sleeping bags and generators, according to state-run news agency Itar Tass and other government news outlets. Andriy Lysenko, a spokesman for Ukraine's National Security and Defense Council, said Tuesday that the convoy will not be allowed across the border. State Department spokeswoman Marie Harf earlier said the Obama administration was "concerned that Russia could try to use a humanitarian or peacekeeping operation as a pretense for inserting elements of military force into Ukraine."
