Even IRS.gov has an invalid SSL. Is big bad Google going to penalize the IRS?

www.irs.gov uses an invalid security certificate. The certificate is only valid for the following names: *.akamaihd.net, *.akamaihd-staging.net, a248.e.akamai.net, *.akamaized.net, *.akamaized-staging.net (Error code: ssl_error_bad_cert_domain)
The big winners from this are companies like VeriSign who sell SSL certificates.
