I'd wager most of the 15 will never be convicted even assuming they can even be identified. And those that are convicted, not a sure thing unless they confess or something, will likely serve a few years in prison at most.
PR_Tom is spot on ... the violence, gangs, and other nonsense is exactly why the suburbs continue to remain popular even though one can often find a nice size house conveniently located in the city for way less than in the burbs.
