No older than 27 years old? You got to have the youngest generals in the world?

Regular or irregular, or whatever, if they are Russians. Also you guys have conscription army and your generals can call to arms pretty much anyone they want. Although war is young mans game and younger folk are in priority when assembling forces, especially regular soldiers, leaders are a bit different matter.

"As of 2008, some 480,000 young men are brought into the Army via conscription in two call-ups each year. The term of service is 12 months. Eligible age is 18 to 27 years old."

You mix up the initial military service with duties, those don't end when you are 27 years old.
