Technically, the local 21 pct. VAT rate is not much different, if you want to live you actually have to purchase things, so from whatever you purchase, you pay 21 pct. you eat, you dress - you pay 21 pct. If you drive, you pay 50 pct. + out of the retail gas price etc. etc.
However, and not surprisingly, there's more poor than ever, the corporations have the lowest costs ever, the costs of living go steadily up, real estate prices blown out of proportions etc. - it's the reality of today and the money that go to the dumper (local government) won't ever help it, unless some of it gets spent on actual infrastructure investments, which has short term (work) and long term (improving the living environment) effects.
However, I guess one can always pick for himself to live any place and in any way he sees fit, and universally, one that manages to escape the corporate lobotomy always has a decent chance to live a very full life.
