You can transfer the domain to a new owner, but you can't transfer the domain to another registrar from rotld since is the only registrar for .ro. The other registrars such as ovh,101domain,eurodns are resellers.
It will be a pain in the ass to change the nameservers too, you will need to confirm via email the change.
Also the personal whois data is not public so good luck with DMCA requests.
