we've had first strike plans since 1952, that's quite a few presidents, senators, heads of military etc. no 3rd reich yet.
Butthe term has always been preemptive strike, it was devised by dulles and eisenhower and has been adopted ever since and reconfirmed. OUr entire Strategic Air Command has at it's core preemptive strike plan(s)

Well let's see. Back then they would have looked at how Canada raised one of the largest armies in the world during the start of WW I, most of which was raised without a draft. That alone, plus certain events during the 1812 war that we best not get into or it's cause a stir :D well...although Can & US had been friendly allies for a hundered years or more they'd have been stupid not to have some sort of plan B for us in place.
This was again underlined near the start of WWII when Canada again raised a massive army in a short period of time, again most of it amassed prior to the draft. We became the 4th largest army in the world by the mid 40's.
The only difference between Canada then and Canada now is we have a lot more people. If anyone thinks Canada can't again raise an army that knows how to kick ass and take names (Vimy Ridge, anyone? Juno Beach, anyone?) think again.
As for preemptive plans by the US, hopefully they'll never be needed against us. But a high-value target like the USA would be utterly stupid not to have scenarios laid out for every concievable event and hypethetical attack. And America isn't the type to leave that sort of thing to chance.
