The rule contains two sentences. As you highlighted in your reply, the first sentence contains this phrasing, "...when directed at another user...". However, the second sentence, "Racial slurs will no longer be tolerated in any format" contains no qualification about whether the slur is directed at another user--or not.
Marcus Aurelius' comment, "is a monkey" could obviously be taken as a racial slur. As the first sentence of the rule states that not just racial slurs directed at another user but also just plain old "racial slurs" will result in a banning, it would logically follow that the monkey comment could (should? will?) result in a banning.
