Yes it can you can be given 13 life sentences with a recommendation you serve a min of X years, if he has served 2 thirds out of the X years he can be put into a D class (open) prison where the mentality is to get the prisoners ready and adjusted to civil life before their release,

Not saying this is the case in the story above "but" it can be possible

Edit: just seen above post, as I suspected

Despite the number of life sentences imposed, Wheatley could be considered for parole in eight years.
