How can your argument be "they didn't apply their brakes properly" when you hit someone from behind?
1. The person being hit applying brakes would be hit harder.
2. Bikes don't have brake lights.
It's too bad this dumb bitch didn't crash through a cliff guard rail, instead of kids on bikes.
