    I think a lot of this may be anticompetitive behavior and in violation of the law.

    That said, there is precedence for negotiated rates for common carriers.

    Express freight rates -- express internet carriage.

    You get what you pay for: but what is a fair (even more so -- equitable) rate in this case?
