I use payoneer card for purchasing things everywhere and I'm generally happy with it. Few years ago it was refused on some points, but in last two years it's working everywhere. I have it connected with paypal and all income which is coming to paypal is going to that card. I don't withdraw money on ATM however.
If you don't have passport, just write email to them and explain. You probably have some other government issued ID. And some domestic animal costume. Tripod, mirror, energy saving lights or LED lights and hat with a propeller on top... and penis shaped lollipop to put in your mouth.
