TEMPE, Ariz. -- A newly released police report shows the woman who fell from a second-floor balcony at a Tempe Hooters back in April had an extremely high blood-alcohol level.

It happened on April 7. When Tabitha Farmer, 26, first fell 20 feet from the balcony, there was some thought that she might have been pushed. Police later said the fall was accidental. Still, not much was known about the incident.

That's changing with the release of the police report.

Investigators said Farmer was in town from Canada on business. She was attending an Internet convention at the Tempe Mission Palms.

According to the report, she and another man were drinking at Hooters the night she fell.

Toxicology tests showed Farmer's blood-alcohol level was .286 -- more than three-and-a-half times the legal limit of .08 used in DUI cases. Those toxicology tests also revealed cannabis in Farmer's system.

Some witnesses initially told police they saw a man who was later identified as Richard Wilkins push Farmer off the balcony. Investigators later determined that there was no indication of foul play.

Wilkins was talking to Farmer when she fell. He rushed down to the street and threw a cell phone at a car driving down Fifth Street. The phone broke that car's windshield. Wilkins then yelled at the driver to call 911.

Wilkins was handcuffed and detained for questioning, but never charged in the case.

Farmer remains in critical but stable condition.

According to the police report, she suffered massive brain injuries, a broken right femur and extensive internal injuries.
