What do do mean "new government"? The government of Ukraine voted and decided to remove the President, after months of their citizens protesting and calling for him to resign.
This is exactly how it works here in the US - Congress can remove a sitting president through a process called impeachment. It's not illegal and a new government is not installed; The next person in the line of succession takes charge.
Instead what's happened here is after months of protesting and calls for his resignation, the President was voted out of office by it's government, the president refused, and instead fled to Russia.
This is like Congress impeaching Obama and Mexico suddenly invading Texas saying "They need to protect Spanish speaking people".
