This just shows the mentality of these people who carry around guns everywhere they go. They're usually paranoid, scared little boys who are just itching to justify using it. Would that schlub even tell a car full of black teenagers to turn down music if he didn't have a gun in the car? Also, who the fuck tells someone in a car -- from another car -- that they should turn down their music? It's easy to remove yourself from that situation by driving away. If you can't get away from the noise, there's far worse things to be subjected to.
