There are hundreds of portals where you need install no software.. Anyone who runs the client is free to set up their own custom portal. For example:
http://search.yacy.net/
You can customize what factors matter most for each portal you set up. What holds it back is a lack of clients and some development. But something liek this has the potential to kill the centralized search engine and render it obsolete.
