Well... I can only comment about the Covered California website.... But it sure is stunning that they created what is essentially an account based members area requiring a user name and password, included a password reset feature, but not a user name discovery feature. I've been making such websites for fifteen years; This is the very first step.
Then I need to mention the customer support... It took me a month to get through to them. I would sit in their online cue for an hour and it would drop me when connecting every time; Turns out it doesn't like Chrome. Their phone was even worse - at the end it was just telling me they they were unable to take phone calls. And the end resolution was completely unacceptable too - They are completely unable to reset or tell me my user name. They told me to create a site in my wife's name, which I already know will lead to new problems.
From the viewpoint of the California Covered site, this has been fucking horrible.
