The girl can appoint any member as moderator - normaly the high tipper is appointed. So there's nothing strange the high tipper is the moderator. If the tip makes a sound and changes the goal number display, this is a real tip. Some member post yellow gif screencapts of tips as emoticons, this is fake tips, but make no sound and does not update the goal accounting.
