Having the same problem. I'm an European affiliate, I've been is the adult business for over 15 years. Worked with hundreds (several) of US companies. A few times I've been asked a W-8 and when I sent it got accepted.
Now. After 10 years AFF woke up and wants one from me. I compiled it at my best, with all data, including my tax number. It gets refused and I can't get any help from the support... do you think there is a possibility to comply with "their rules" or it is just time to remove their links ?
