Bear with me - let?s say you are a girl that goes home after the end of her shift, 2 am every morning. So, one morning you see three guys following you, you take out your phone, click on the HUGE app icon and your phone "becomes" a police radio. You press the number 3 and all you (and the shmucks that follow you) hear is "Officer Parker, there are three individuals following you, would you like us to interfere" or something of that nature. Basically, the idea is to have your phone sound like a 2 way police radio.
OK, the idea came to me like 10 seconds ago, so it might need some tweaking, but a "police chatter" should scare criminals way in like 90% of the cases, no?
