Sadly for conspiracy theorists world wide... they haven't. From a practical standpoint, they still don't understand the full extent of what he's taken, so its not a logical choice either, even if it was within their capacity (legally) to do it.
Killing individuals is extremely tough to get away with. Killing individuals under the spotlight of international media attention is infinitely more so.
