You are better off with Epoch for that. Forget Argentina, most banks wont take those transactions whether theres credit cards or not. But for Mexico, its less of a problem.
It's been a few years since I did any volume of business in Mexico but I seem to recall Epoch had a higher throughput due to their friendliness with a variety of debit, atm, and charge cards that are pretty popular down there but hard for US banks to handle.
In particular Visa Electron and MC Maestro cards.
