No, the cost of rebuilding N.O. is not just 188K homes, there are businesses, parks, schools, hospitals, roads, infrastructure, etc. etc. so not only are the numbers wrong, but are entirely misleading.

The war was funded primarily out of "emergency" appropriations. It was difficult for Joseph Stiglitz (a nobel prize winning economists) to find these appropriations when he was trying to accurately calculate the cost of the war. He had to use the Freedom of Information act to get access to the information.
Also, the true cost of the war isn't just the cost of operations in Iraq. For example, the health care and disability of wounded soldiers needs to be included in the cost. His work shows the cost of the war to be $3 trillion dollars.
