Law enforcement here, like anywhere, is a matter of choice. Most of the time, high grass gets cut. If you put yourself out there, with number, and someone decides to notice, then you'll have an issue. If they want to get you , they will.
Just my two cents I'd be slightly more discrete than you think you need to be.
