DTI's sites are not blocked in Japan, and the majority of their customers are Japanese, but DTI is not based in Japan. Japanese producers can sell raw footage to overseas content purchasers as the producers are not distributing it, and it is up to the content purchaser to decide how to process the content before distributing it.
