That's true, DMM cannot distribute uncensored porn even overseas because as a Japanese company they have to obey Japanese law. DTI can buy content shot in Japan and distribute it uncensored because they are a California-based American company subject to US law. DTI's sites are not blocked in Japan, and the majority of their customers are Japanese, but DTI is not based in Japan. Japanese producers can sell raw footage to overseas content purchasers as the producers are not distributing it, and it is up to the content purchaser to decide how to process the content before distributing it.
