Otherwise Japanese producers would produce all their content in Guam and then sell them uncensored in Japan, which doesn't happen. American porn mags in Japan? They all get the black magic marker treatment. Conversely you can produce content in Japan that is uncensored for distribution overseas like DTI, Red Hot, Sky Angel, etc, as the censorship happens in post anyway.
