DMM is a huge conglomerate that besides distribution includes many of the major studios that produce AV, basically all the stuff you mentioned that gets pirated. It's also rumored they are related to the big video rental chain Tsutaya, Japan's equivalent to Blockbusters except that they're not bankrupt.

They won't sell uncensored versions of their titles because it would just be a matter of time before they ended up on the interwebs, and Japanese customers would wonder why should they buy a censored DVD when they can find the uncensored version online.
DMM and other Japanese producers have basically had their head in the sand regarding piracy of their content overseas, since they are only focused on the domestic market -- a kind of AV Galapagos syndrome. Language barrier doesn't help. If DMM or SOD (DMM's next biggest rival) were to partner with Manwin, maybe Manwin could educate them on the ills of rampant piracy overseas, so that they would take it more seriously.
