I think for the most part the answer to that question is, no -- well, not really BUT that being said, it is not unheard of. Some people (although not many) are willing to play a flat amount to display their banner on your site. How much they will pay of course depends on how much and the kind (quality) of traffic you have.

It's not really "pay per views," its called "impressions" which means how many times the ad appears not necessary get "viewed" or "clicked" on and the difference is the fact that you can't really count "views" cause how do you know the fucker was looking at it, so if you pay for impressions and they are at the bottom of the screen, you may not get any reviews. Oh yeah and while I'm rambling, buying adspots that guarantees impressions does not guarantee traffic so you might get screwed unless you have accurate data behind it. When your building campaigns you need to be highly analytical with your data and stats to make sure you're not flushing your capital down the toilet, otherwise known as "wasteful spending" which all these people are guilty of.
