You can find videos thousands of videos with full frontal nudity (male and female) in fact. I think part of it is that some slip through the cracks but also it depends on context. They seem to allow the more artistic or cultural nudity and certainly medical. Sometimes these videos get removed too but it seems to happen far less often.
