Any particular reason why it needs to be serverside? Now days jQuery based graphing tools make some crazy graphs. -

High Charts does crazy graphs and shit, and they have an export to PDF and many other formats. http://www.highcharts.com/demo/ click the 3 lines menu item at top right to see.Comment

It's not an easy task to find something, looks like we'll need to develop something custom... Ugh!
Essentially what we are doing is storing data, similar to a MySQL db. Then based on the request, we generate a report with data and graphs, but the way it's done, the system creates almost an HTML page then saves it to a PDFEmail: Clicky on MeComment

phpchart looks like just php wrapper for html5 canvas
if you want a real plotting app then you can try something like gnuplotComment
