on where he did it. One deal if he did it while drinking beer with his friends or playing computer game. Have you ever heard what

planning terrorist attacks! Should they all be imprisoned? According to your logic they should.
Another deal if someone "is joking" about bombs in an airport on 911 phone. These two cases can't be even comparable. At least everywhere outside of the USA I guess.
