CNS cherry-picked the report and put their anti-IRS spin on it. That's what partisan political groups do, and that's what Bozell's CNS is - a totally biased political organization with no sense of impartiality or journalistic integrity.
In looked at the actual IRS report - a problem at the IRS was detected, an investigation was performed, recommendations were considered, and corrective action was taken (the report is nearly a year old too, btw, must have been a slow news day at CNS, or maybe it took the CNS writers a year to come up with their spin).

A problem was created that shouldn't have been a problem with a simple database search if they really wanted to do so was "leaked" by two employees. Only then was the problem investigated and maybe corrected.? (swept under the rug and most likely job losses for those two employees)
