Is there any way to open an epass account without a VISA? I'm from Canada so I don't have a US account, I've tried emailing them but no answer so I'm thinking the last straw will be to have someone to accept my epass and send me Paypal for it. Any ideas?

Yes there is a way. You can have someone else gift you an account.
