Okay if he needs immediate work why not help him to setup a website offering services such as mowing grass, pulling weeds, lawn maintenance, pool cleaning, car washing, pet sitting, dog walking etc...help him advertise it so he learns to build a business for himself.
Right now is summer so all of those are things that people are looking for. If someone is in dire need of food, shelter, clothing etc they will take any job they can to ensure they have that. That is how you teach him real responsibility.
