Well then the jail should not need to investigate anything before simply firing everyone involved and turning it over to prosecutors I'd say. Hopefully thats close to what happened. I didnt say police or cops, but I always thought that county jails for example were still publically owned and operated. Shows how much I know, lol.

As a matter of pure damage control, police forces need to do more and constant training. And especially the public SERVANT part.
