What if it's
the ammunition-makers that start those rumours about the government outlawing ammunition or tampering with the gun-powder?
Because what happens when paranoid gun-lovers hear that kind of rumour? They go out and BUY as much ammo as they can, filling the pockets of ammunition-makers.
Strange how you never hear that kind of angle to conspiracies, only the ones about the government.
