Setting aside the fact that they are from an area that is a breeding ground for terrorists, you don't really need much training to build a bomb from a pressure cooker.
You can tell they didn't have much training. They just thought they would place two bombs and on one would ever be any wiser and that they would never get caught. Other than hats, they didn't even try to disguise themselves.
