I would think whoever did this would have wanted it to go off when there were more people around. I think maybe it didn't go off when they wanted it to. Maybe they had to send someone back in to set it off. I'm hoping they will find the guy.

My guess is this was a homegrown whack job.
They are reporting a third device never detonated.
That to me tells me there was the potential for the first device to have been the primer, the second (further down the street) to be the device that did more damage (had the third detonated I would speculate it would have been placed further UP the street from the first one) causing a triangular 'trap' effect catching people escaping from the first explosion in both directions.
Classic military technique to cause confusion and maximum loss of life or injury. Was probably a homegrown terrorist (I'd go so far as to say a Teabagger) who was anti-tax, anti-gun control, anti-Obama and anti-establishment.Comment

From what I was reading last night, it seems as if that was their intention - apparently 4 hours in is typically a very crowded time at the finish line as it's when the the majority of recreational runners typically finish and their friends and families wait at the finish line to greet them, congratulate them, and cheer them on. While many people have been severely injured, it seems like pure luck that there were not more casualties.
