My guess is this was a homegrown whack job.
They are reporting a third device never detonated.
That to me tells me there was the potential for the first device to have been the primer, the second (further down the street) to be the device that did more damage (had the third detonated I would speculate it would have been placed further UP the street from the first one) causing a triangular 'trap' effect catching people escaping from the first explosion in both directions.
Classic military technique to cause confusion and maximum loss of life or injury. Was probably a homegrown terrorist (I'd go so far as to say a Teabagger) who was anti-tax, anti-gun control, anti-Obama and anti-establishment.
