Not exactly. If I called person whom I quoted an idiot - that would have been ad hominem in this case.
If I say - people who jerk off in public are retards, its hardly ad hominem.
If I say - people who think that 2+2 = 5 you are morons, its hardly ad hominem.
You can push it to being ad hominem, buts its really pushing to it...
Now if you say : people who think 2+2 = 5 are smart ones and I say "YOU are retarded", then its ad hominem. But if I say "No, theese people are idiots", then its not actually ad hominem. See the difference between those two?
